I created a new apple account on appleid.apple.com. With the account I created, I went to the step of creating a developer account on developer.apple.com/programs/enroll. When I entered the required information and came to the payment step, I encountered the following error.

After looking and researching a bit, I couldn't find a direct solution. Later, while reading the stages of creating an apple developer account, I noticed a detail. The created account had to be created on an apple device.

In other words, you need to create a new apple account at the stage of logging in to your apple account via the settings menu on your apple device, not through the website, and create an account here. With the account created from here, you can proceed to developer.apple.com/programs/enroll and create a new apple developer account after completing the necessary steps.
